A higher price breaks ties between comparable products only · the lift is capped, so it can never raise an unverified product above a verified one, never beat a supplier closer to the doctor, and never cross the specialty and geography gates.
When the month's leads reach this cap, new requests pause until next month · your budget controls volume, never rank.
